DESCRIPTION
La fonction mbsinit() vérifie si *ps correspond à un état initial.
VALEUR RENVOYÉE
La fonction mbsinit() renvoie une valeur non nulle si *ps est dans
l'état initial, ou si ps est un pointeur NULL. Sinon, elle renvoie zéro.
